STPU/STBGP Champaign-Urbana Urbanized Area

The Surface Transportation Program is one of the core Federal-aid Highway Program categories. Surface Transportation Program-Urban (STPU) funds [recently renamed Surface Transportation Block Grant Program (STBGP) in the FAST Act, heretofore referred to as STPU/STBGP] are suballocated to Urbanized Areas based on population in a graduated manner. The allocation formulas are determined by the FHWA, FTA, and the Illinois Department of Transportation, and the funds are administered by the Illinois Department of Transportation. The allotment for the Champaign-Urbana Urbanized Area for Fiscal Year 2022 is $1,709,024.05. The programming of STPU/STBGP funds for future fiscal years is based on the current fiscal year apportionment without applying any inflation rates. For that reason, the STPU/STBGP funding amounts listed for future fiscal years are subject to change. Agreement among all jurisdictions through the use of the current Project Priority Review (PPR) guidelines and subsequent approval by the Technical and Policy Committees determines the best use of these funds.

In December 2020, the CUUATS STPU/STBGP resolution was updated to reflect a cost share rate of 80/20 federal/local and to remove the language that previously restricted the use of this funding for location studies, construction, and utilities.

The allotment for the Champaign-Urbana Urbanized Area for Fiscal Year 2021 is $1,748,187.16. The programming of STPU/STBGP funds for future fiscal years is based on the current fiscal year apportionment without applying any inflation rates. For that reason, the STPU/STBGP funding amounts listed for future fiscal years are subject to change. Agreement among all jurisdictions through the use of the current Project Priority Review (PPR) guidelines and subsequent approval by the Technical and Policy Committees determines the best use of these funds.
